Summary:

The purpose of this program is to provide Native American tribes and tribally designated housing entities (TDHEs) with access to funding intended to build their communities in support of housing for tribal members in the funding agency's district. Funding will support tribal organizations working at the grassroots level that are in the best position to identify tribal needs. Applicants should clearly articulate how funding will build their capacity to further their housing mission and activities.

Examples of eligible funding uses include:

Down payment assistance for home purchases by tribal members
Repairs to owner-occupied homes for tribal members
Rental assistance for tenants of tribal housing
New construction or rehabilitation of existing housing for tribal members
New program or product development
Market research to expand existing programs
Professional development of staff and/or board(s)
Creation or improvement of lending policies and procedures
Creation or expansion of strategic plan
Enhancements to information technology and systems
Improvements to lending, financial, and/or mission-related reporting
Marketing and branding
Consultants
Lending capital
Loan loss reserves
Salaries, wages, stipends, and/or benefits for new or existing interns and/or staff

Eligibility is limited to applicants that provide housing services to federally recognized tribal members in Colorado, Kansas, Nebraska, or Oklahoma.

Eligibility Notes:

Eligible applicants are:

Federally recognized tribes: American Indian or Alaska Native tribal entities that are recognized as having a government-to-government relationship with the United States with the responsibilities, powers, limitations, and obligations attached to that designation; and which are eligible for funding and services from the Bureau of Indian Affairs (BIA)
Tribally designated housing entities (TDHEs): departments within federally recognized tribes, tribal housing authorities with separate boards of commissioners, or nonprofit organizations serving members of federally recognized tribes

Applicants must provide housing services to federally recognized tribal members in Colorado, Kansas, Nebraska, or Oklahoma.

Applicants must complete and submit an application in partnership with a member institution of the funding agency, a list of which can be found online at www.fhlbtopeka.com. Applicants selected for award will receive funds through the member institution sponsoring the application.
