Summary:

The purpose of this program is to address deficiencies in community infrastructure supportive of a military installation. For the purposes of this program, community infrastructure includes projects related to transportation; schools; hospitals; police, fire, or emergency response, or other community support facilities; and utility projects, including water, wastewater, telecommunications, electric, and natural gas facilities. All proposed projects must be construction-ready and result in a standalone project that produces complete and usable facilities; improvements to existing facilities; or that completes a distinct, definable phase of a larger project which will be completed during the project period.

Projects will be prioritized in the following order:

  • Enhancement of military value
  • Contribution to the training of cadets enrolled in an independent program at a covered educational institution
  • Enhancement of military installation resilience
  • Enhancement of military family quality of life

Applicants are encouraged to highlight how/whether the proposed project may be defense-related critical infrastructure, or a non-Department of Defense networked infrastructure asset or facility essential to project, support, and sustain military forces and operations, provided these assertions are validated through an installation's letter of support. This includes projects that support systems and assets, whether physical or virtual, where impairment of such systems and/or assets would have a debilitating impact on mission readiness.

Proposed stormwater management projects involving retrofitting a defense access road to reduce stormwater runoff and ponding or standing water that includes the combination of stormwater runoff and water levels resulting from extreme weather conditions will be given priority over other proposed stormwater projects.

Eligible costs include only hard construction and renovation costs, such as the costs directly associated with project administration, inspection, construction, utilities, and contingency costs required to undertake a construction project, as well as costs of capital equipment affixed to the real property with a depreciable life of not fewer than seven years.

  • Nonprofit, member-owned utility services

Eligible applicants may act as pass-through entities.

The facility addressed in the application must not be located on a military installation unless it is on property under the jurisdiction of a military department that is also subject to a real estate agreement, including a lease or an easement, held by an eligible community. The facility or project itself must be owned by a state or local government or a nonprofit, member-owned utility.

For the purposes of this program, a military installation is defined as a base, camp, post, station, yard, center, homeport facility for any ship, or other activity under the jurisdiction of the U.S. Department of Defense, including any leased facility, which is located within any state, the District of Columbia, American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, the Commonwealth of Puerto Rico, or the U.S. Virgin Islands. A military installation does not include any facility used primarily for civil works, rivers, and harbors projects, or flood control projects.

Applicants may submit multiple proposals; however, installation commanders must state their priorities in the required installation commander letter of support that must accompany each proposal.

Multiple projects may be combined into one proposal only if they are intrinsically interdependent of each other.

Mandatory proposals must be submitted by 5:00 p.m. PT on June 23, 2025.

Proposals must be submitted online at www.ecivis.com/grants.gov.

Proposals must include:

  • SF 424
  • Summary of proposer and eligibility (2 pages max)
  • Summary of project enhancement (2 pages max)
  • Summary of community installation need (3 pages max)
  • Letter of support from the installation commander
  • Summary of construction readiness (14 pages max)
  • Attachments

Proposals are limited to 21 pages and must be formatted on single-sided, single-spaced pages with one-inch margins and must use 11-point Times New Roman font. The page limit excludes the SF 424, the letter of support, documents evidencing construction readiness, and documents evidencing the availability of any other participating federal funding.

The following are required in order to submit an application:

  • Unique Entity Identifier (UEI) number
  • SAM (System for Award Management) registration
  • SPOC (state Single Point of Contact) notification

Applicants may obtain a UEI number and verify or renew SAM registration status at www.ecivis.com/sam. Applicants in states participating in the SPOC program must contact the relevant SPOC listed in the SPOC file before applying.

Proposals will be evaluated according to the following criteria: 

  • Enhancement (50 points):
    • Projects that will enhance military value (45 points)
    • Projects that will contribute to the training of cadets enrolled in an independent program at a covered educational institution (39 points)
    • Projects that will enhance installation resilience (33 points)
    • Projects that will enhance military family quality of life (27 points)
    • Proposals that demonstrate that the project relates to military value and defense-related critical infrastructure (5 additional points)
  • Community installation need (20 points)
  • Construction readiness (30 points)

Applicants submitting successful proposals will be invited on or about August 8, 2025, to submit a formal application.

Match Notes:

In general, applicants must provide at least 30 percent of the total project costs via cash or in-kind contributions. Matching funds are not required for projects located in rural areas, defined as a city, town, or unincorporated area that has a population of fewer than 100,000 inhabitants. In addition, matching funds are not required for projects that are determined to be advantageous for reasons related to national security.

Soft costs, including those for project management, planning, design, and permitting, may be used as a source of matching funds.

Responding to federal agency requests for compliance with environmental planning may also be used as a source of matching funds.

If an applicant intends to use both funds from the funding agency and funds from another federal agency for the same project, then the funds from the funding agency may not be used to satisfy a funding contribution required by the other federal agency.

Proposals relying on contributions sourced from other federal funds that have not been awarded through a counter-signed financial award at the time of proposal submission will not be considered.

The waiving of rent money for the proposed built-out space may not be used for the matching requirement.

Funding Notes:

An unspecified amount of funding is available to support awards expected to range from $250,000 to $20 million through this program.

All award agreements must be issued and countersigned prior to September 24, 2025, to ensure the appropriated funds are obligated no later than September 30, 2025.

Applicants must demonstrate that the project can commence quickly enough to ensure that the project can be completed no later than five years following the obligation of federal funds.

Construction contingency costs are limited to 15 percent of the proposed project.

Funds may not be used for:

  • School construction or renovation projects for facilities listed in the April 2019 Secretary of Defense 2018 Public Schools on Military Installations Prioritized List
  • Soft costs, including those for project management, planning, design, and permitting
  • Costs incurred prior to August 13, 2018
  • Supplanting other available federal funds
  • Cost overruns

For FY 2024, approximately $100 million was distributed via 14 awards ranging from $1,073,660 to $13,092,670 through this program. For FY 2023, approximately $100 million was distributed via 17 awards ranging from $643,300 to $13,725,400. For FY 2022, approximately $90 million was distributed via 19 awards ranging from $400,000 to $14.9 million. Refer to the Award file for details.
