Summary:
The purpose of this program is to support the development of affordable housing projects, including rental, homeownership, new construction, rehabilitation, or a combination thereof, within the funding agency's district.
Projects must fall under one of the following categories:
- Owner-occupied housing: the purchase, construction, or rehabilitation of owner-occupied projects for very low-income or low- or moderate-income households in which the housing is to be used as the household’s primary residence, including units that are manufactured and transported to a specific location, provided that the home is permanently affixed to a site
- Rental housing: the purchase, construction, or rehabilitation of rental projects in which at least 20 percent of the units in the project are occupied by, and affordable for, very low-income households

Rental, lease-purchase, and owner-occupied for-sale projects are required to comply with retention requirements. Rental and lease-purchase projects are subject to a 15-year retention from the date of project completion. Owner-occupied for-sale projects are subject to retention of five years from the date of the homebuyer’s closing.
Proposed projects must comply with the Fair Housing Act, the Rehabilitation Act of 1973, the Americans with Disabilities Act (ADA) of 1990, and the Architectural Barriers Act of 1969. Applicants must also demonstrate that projects are affirmatively marketed.
Eligibility is limited to project sponsors that are also submitting an application for statutory funding through the funding agency's Affordable Housing Program (AHP), known in eCivis Grants Network as US14621, and are applying for projects located in the funding agency's district, which is comprised of the states of Delaware, Pennsylvania, and West Virginia. Eligible project sponsors are affordable housing developers, including:
- Nonprofit organizations
- For-profit organizations
- Housing and redevelopment authorities
Projects must be located in the funding agency's district, which is comprised of the states of Delaware, Pennsylvania, and West Virginia. At least four projects will be funded in Delaware, and at least three projects will be funded in Pennsylvania and West Virginia each.
Project sponsors must partner with member financial institutions of the funding agency to prepare and submit the application. A list of member institutions can be found online at www.fhlb-pgh.com/members-list.
Eligible project sponsors must submit an application for statutory funding through the funding agency's Affordable Housing Program (AHP), known in eCivis Grants Network as US14621. In-district applications that do not rank high enough to receive statutory AHP funding will be automatically considered for funding provided through this program.
All project sponsors must also meet one of the following criteria:
- Have an ownership interest, including any partnership interest, in a rental project
- Are integrally involved in an owner-occupied project, such as by exercising control over the planning, development, or management of the project, or by qualifying borrowers and providing or arranging financing for the owners of the units
Project sponsors may submit more than one application; however, each application must be for distinctly different projects, as determined by the funding agency. For the purposes of this program, applications from the same project sponsor may be characterized as different projects if they are for different project types, construction types, housing-style types, or populations, or if they use different funding sources and/or are in different geographies.

Funding Notes:
A total of $17 million is available through this program to support awards of up to $150,000 per unit for up to a cumulative total of $1.5 million per project. Funding will be provided as a subsidy that may be used as a grant and/or be used to write down the interest rate on a loan from the funding agency.
Projects must be located in the funding agency's district, which is comprised of the states of Delaware, Pennsylvania, and West Virginia. At least four projects will be funded in Delaware, and at least three projects will be funded in Pennsylvania and West Virginia each.
Refer to pages 10-11 of the NOFA file for information regarding the disbursement process of awarded funds.
Some, or all of the subsidy, must be likely drawn down by the project or used by the project to procure other financing commitments within 12 months of the date of approval of the application for this program. In general, all approved units must be completed within 48 months from application approval; however, exceptions to this requirement may be granted at the funding agency’s discretion. Refer to pages 11-12 of the NOFA file for a timeline of minimum project progress expectations.

Funds may not be used for:
- Projects that involve mobile homes, such as campers and those established as transportation vehicles
- Projects in which rehabilitation or construction have been complete before the award approval date
- Prepayment and/or processing fees charged by the funding agency on a member financial institution for a subsidized advance that is prepaid, except under certain circumstances
- Cancellation fees and penalties imposed by the funding agency on a member financial institution for a subsidized advance commitment that is cancelled
- Processing fees charged by a member financial institution for providing direct subsidies to a project
- Reserves and certain expenses, including capitalized reserves, periodic deposits to reserve accounts, operating expenses, or supportive services expenses
- Items that fall outside of funding agency’s feasibility guidelines
- Expenses not tied directly to the specific project
- Other items described under section 1291.24(b)
- Revolving loan funds or funding loan pools
