Summary:
The purpose of this program is to provide safe and adequate transportation access to and through federal lands for visitors, recreationists, and resource users. The program supplements state and local resources for public roads, transit systems, and other transportation facilities, with an emphasis on high-use recreation sites and economic generators.
Proposed projects or studies must be associated with a public highway, road, bridge, trail, or transit system that is located on, is adjacent to, or provides access to federal lands for which the transportation facility's title or maintenance responsibility is vested with a state, county, city, township, tribal, municipal, or other local government entity. Funding will be awarded in the following project areas:
- Capital improvements: including, rehabilitation, restoration, construction, and reconstruction of roads, bridges, multiuse trails, and other long-term transportation system asset improvements
- Enhancements: road- and trail-related improvements such as interpretive signing, kiosks, viewpoints, adjacent vehicular parking areas, roadside rest areas, provisions for pedestrians and bicycles, acquisition of scenic easement and scenic or historic sites, trailheads, trails, and improvements that improve public safety and reduce vehicle-wildlife mortality while maintaining habitat connectivity
- Surface preservation: including, surface preservation of roads, trails, and adjacent vehicular parking areas
- Transit: including, construction of transit facilities and limited-duration operation/maintenance of transit services and facilities, and the purchase of transit vehicles
- Planning: including, engineering feasibility studies, corridor management planning, bicycle/pedestrian planning, and alternative transportation system planning
- Research: including, evaluation of solutions that enhance access, safety, or sustainability; and/or that address issues such as wildlife-vehicle collision avoidance measures, context-sensitive roadside safety features, and congestion management strategies
Projects may be delivered through the funding agency, a state's department of transportation, or a local public agency. Refer to pages 2-3 of the NOFA file for additional details.
Preference is given to transportation facilities providing access to federal high-use recreation sites and economic generators, which for the purposes of this program are defined as:
- Federal recreation site: any site used by the public to recreate on federal public lands
- Federal economic generator: any use of/on federal lands that increases investment and/or aggregate economic activity for a local community and/or region
Support will also be provided for maintenance, planning, and design projects, as detailed on page 3 of the FAQ file.
Eligibility is limited to applicants and projects located in Arkansas.

Eligibility Notes:
Eligible applicants include state, county, tribal, and city government agencies that own or have maintenance responsibility for the transportation facility involved in the project. Applicants may also supply a letter from the facility owner/maintainer indicating the application is being submitted on their behalf.
Eligibility is limited to applicants and projects in Arkansas.
Applicants must propose projects associated with a public highway, road, bridge, trail, or transit system that is located on, is adjacent to, or provides access to federal lands for which the transportation facility’s title or maintenance responsibility is vested with a state, county, city, township, tribal, municipal, or other local government entity. In most cases, the project should be no farther than ten miles from federal lands. Tribal roads maintained by the tribe are eligible, but the roadway must access federal lands other than tribal.
Project applications must be sponsored and/or supported by the appropriate Federal Land Management Agency (FLMA) unit whose access would be enhanced by the proposed action.
The FLMA benefiting from the project is not eligible to apply.

Matching funds are not required for this program; however, applicants may provide additional funds beyond the requested award amount to contribute to the project.
Contributed funding may include funding from any local, state, or other federal source. Funds authorized under the Tribal Transportation Program and the Federal Lands Transportation Program, known in eCivis Grants Network as US14690, as well as other federal funds not authorized under Title 23 or 49, may also be used for supplemental project funding.
Acceptable in-kind contributions include right-of-way (ROW) acquisition and utility relocation costs.
The following are not eligible as in-kind contributions:
- Equipment
- Any work done prior to award agreement execution
- Materials
- Force account
Funding Notes:
An estimated $12.8 million is available to support awards through this program.
This program will support a multiyear program of projects for federal fiscal years 2027 through 2029.
Funds may not be used for routine maintenance projects, such as potholes, mowing, snow removal, and same-type guardrail replacement.
For FY 2023-26, four awards were provided through this program. For FY 2020-22, five awards were provided. Refer to the Award file for details.
