Summary:

The purpose of this program is to improve transportation facilities that are owned and/or maintained by nonfederal agencies and that provide access to, are adjacent to, or are located within federal lands. This program supplements state and local resources for public roads, transit systems, and other transportation facilities, with an emphasis on high-use recreation sites and economic generators.

All projects must address public highways, road, bridges, trails, or transit systems that are located on, or adjacent to, federal lands, and in which title and/or maintenance responsibility is vested with the applicant. In general, projects should be no farther than ten miles from federal lands. Eligible roads/facilities must meet one of the following criteria:

  • Start outside federal land and end inside federal land, and demonstrate a maintenance agreement
  • Start outside federal land and end at federal land boundary
  • Start outside federal land and end short of federal land

Projects that address tribal roads maintained by a tribe are eligible; however, the targeted roadway must access federal lands other than tribal lands. 

Eligible types of transportation projects include:

  • Rehabilitation/restoration/construction/reconstruction
  • Engineering and environmental compliance
  • Operation and maintenance of transit facilities
  • Planning and research

    • Retaining walls
    • Right-of-way (ROW) acquisition

    • Existing asphalt/base recycling, such as pulverization

    • Milling
    • Minor and major widening
  • Bridge:
    • New/replacement bridges
    • Rehabilitation or repair of bridges
  • Surfacing:
    • Asphalt
    • Concrete
    • Gravel
    • Parking
  • Safety improvements:
    • Intersection/traffic controls
    • Guardrails
    • Sight distance improvements
    • Roadside hazard improvements
  • Bicycle/pedestrian:
    • Bicycle and/or pedestrian facilities, including bike lanes
  • Non-infrastructure:
    • Transit activities
    • Planning studies
    • Planning environmental linkage (PEL) studies
    • Research

Preference will be given to projects that address  transportation facilities that will provide access to federal high-use recreation sites and economic generators. For the purposes of this program, federal economic generators are defined as uses of, or on, federal lands that increase aggregate investment or economic activity for the local community and/or region, such as ski areas and energy production sites. 

Strong projects will also meet one or more of the criteria detailed on page 23 of the WebinarPresentation2 file. 

In addition, the most competitive projects will bring together state and local entities; metropolitan planning organizations (MPOs); and the applicable federal land management agencies (FLMAs) to address mutual needs. Applicants must detail the extent to which officials from the applicable FLMAs have been involved in identifying and scoping the proposed project. 

Eligibility is limited to applicants in New Mexico.

The program officer stated that approximately $8.3 million is available per year to support awards through this program, and the funding agency will likely select projects for multiple years of funding for a total combined project cost of between $16 million and $33 million.

Applicants must be located in New Mexico.

The application form must be submitted in .pdf format, and the file name must be similar to the following format: "New Mexico FLAP APP 2025 [Project Name]." Eligible video links are YouTube links and video file download links. Attachments must be submitted as separate files. Attachments submitted as zipped files will not be accepted. Large attachments are encouraged to be submitted via multiple emails that reference the volume of the email(s) in the subject line, as detailed on page 9 of the Application file.

  • High-use recreation sites and/or federal economic generators
  • Improvement of public access

  • Project cost and scope risk
  • Coordination
  • Program vision

Matching funds are not required for this program; however, leveraged funds may help extend the impact of the proposed project. Applicants must detail any additional cash and/or in-kind contributions in the application. Refer to page 17 of the WebinarPresentation2 file for information regarding eligible funding sources for leveraged funds. 

Proposed projects may be combined with Federal Lands Transportation Program (FLTP) projects to bundle projects of mutual interest, as detailed on pages 18-19 of the WebinarPresentation2 file. 

Funding Notes:

Final project selections will be made in June 2026. Project design and delivery, including project implementation and construction, will take place between 2028 and 2029. 

Projects that meet one or more of the following criteria may reduce the competitiveness of the project:

  • Focus only on maintenance
  • Have underlying issues that are not addressed in application
  • Do not result in access to high-use federal recreation sites
  • Demonstrate an average daily traffic (ADT) in which the majority of the traffic is comprised of commuters and residential traffic
  • Include unrealistic cost estimates, including unaccounted engineering and National Environmental Policy Act (NEPA) costs and/or insufficient unit prices and/or contingency
  • Lack coordination with applicable federal land management agencies (FLMAs)

Funds may not be used for:

  • Projects that address tribal roads maintained by a tribe that do not access federal lands other than tribal lands
  • Projects that address land leased by the federal government
  • Acquisition support costs
