Summary:
The purpose of this program is to provide targeted infrastructure investment in communities affected by federally declared disasters between January 1, 2023, and December 31, 2024. Projects must support the funding agency's strategic goals of infrastructure improvement, economic development, and long-term community resilience.
Eligible project types include:
- Basic public infrastructure, such as water, sewer, and electricity
- Transportation infrastructure, such as roads and bridges
- Flood control projects, such as levees and stormwater systems
Eligibility is limited to applicants located in or serving DRA counties and parishes impacted by disasters declared under the Robert T. Stafford Disaster Relief and Emergency Assistance Act between January 1, 2023, and December 31, 2024. The DRA region, a map of which can be found online at dra.gov/map-room, includes parts of Alabama, Arkansas, Illinois, Kentucky, Louisiana, Mississippi, Missouri, and Tennessee.

Eligibility Notes:
Eligible applicants are:
- Counties, parishes, cities, or other local government subdivisions and municipalities
- Public or private nonprofit organizations, including special purpose districts
- Regional and economic development organizations
- Workforce boards, labor unions, and community and faith-based organizations
- Colleges, trade schools, and minority-serving institutions, including historically Black colleges and universities (HBCUs)
- Federally recognized tribes
Applicants must be located in or serve Delta Regional Authority (DRA) counties and parishes impacted by disasters declared under the Robert T. Stafford Disaster Relief and Emergency Assistance Act between January 1, 2023, and December 31, 2024. The DRA region, a map of which can be found online at dra.gov/map-room, includes parts of Alabama, Arkansas, Illinois, Kentucky, Louisiana, Mississippi, Missouri, and Tennessee.
Priority for funding will be given to counties and parishes within the DRA region that received a qualifying federal disaster declaration during the first quarter of 2023, which began on January 1 and ended on March 31, 2023.

Applications will be evaluated according to the following criteria:
- Project description and alignment (35 points)
- Evidence of local impact (30 points)
- Project management and team partners (20 points)
- Budget and implementation (15 points)

For applicants with projects serving distressed or isolated areas of distress, as detailed online at dra.gov/map-room, matching funds are not required. Other applicants are encouraged to provide nonfederal matching funds, and applicants that provide higher levels of nonfederal matching funds may receive scoring preference during the application evaluation process.
Funding Notes:
Approximately $9.7 million is available to support awards typically ranging from $500,000 to $2 million through this program.
Award determinations and notifications will be made from September 8 to September 19, 2025. Award agreements will be executed and funds will be obligated from September 19 to September 30, 2025.
