Summary:
The purpose of this program is to support capital improvement, enhancement, transit, planning, and research projects that will improve transportation facilities that provide access to, are adjacent to, or are located within federal lands. The program will supplement state and local resources for public roads, transit systems, and other transportation facilities, with an emphasis on high-use recreation sites and economic generators.
Specifically, funding will support the following categories of projects:
- Capital improvements: rehabilitation, restoration, construction, and reconstruction of roads and bridges, including improvements such as safety improvements, widening, realignments, surfacing, culverts, signing, guardrail, walls, and associated roadway appurtenances
- Enhancements: road- and trail-related improvements, such as interpretative signing, kiosks, viewpoints, adjacent vehicular parking areas, roadside rest areas, provisions for pedestrians and bicycles, acquisition of scenic easement and scenic or historic sites, trailheads, trails, and improvements that improve public safety and reduce vehicle-wildlife mortality while maintaining habitat connectivity
- Transit: construction of transit facilities and limited-duration operation/maintenance of transit services and facilities, including vehicles
- Planning: engineering studies, corridor management planning, bicycle/pedestrian planning, alternative transportation planning, and road safety audits
- Research: evaluating solutions that enhance access, safety, or sustainability; and addressing issues such as wildlife-vehicle collision avoidance measures, context-sensitive roadside safety features, and congestion management strategies; research must be broad-based and applicable to multiple federal lands management agencies
Proposed projects should also be consistent with statewide, regional, borough, local, or tribal transportation plans and federal land management plans. Projects specifically identified in transportation plans will receive additional consideration.
The preferred lead agency for project delivery is the Western Federal Lands Highway Division (WFLHD); however, applicants may suggest another federal agency or the Alaska Department of Transportation and Public Facilities (DOT&PF). In some cases, it may be determined that the local agency is the best fit for project delivery. Refer to pages 4-5 of the NOFA file for additional project delivery information.

Eligibility is limited to applicants located in Alaska.
Eligibility Notes:
Proposals must be submitted jointly by the agency with the title or vested maintenance responsibility for the facility, such as the state, boroughs, towns, or townships, or tribal, municipal, or local governments; and the federal land management agency(ies) (FLMAs) whose lands will be accessed. Early coordination between the applicable FLMA and state/borough/local/tribal government is encouraged.
Tribes are eligible to apply if the road or facility being proposed for funding is owned or operated by the tribe and provides access to federally owned land.
All proposals must be signed by one of the agency officials listed on page 2 of the NOFA file.
Projects must be located on federal lands access transportation facilities, which for the purposes of this program are defined as public highways, roads, bridges, trails, or transit systems located on, adjacent to, or providing access to federal lands for which title or maintenance responsibility is vested in a state, borough, town, or township, or tribal, municipal, or local government.

Proposals must be submitted as a single .pdf file. For cost estimates, a Microsoft Excel document must be used to generate the costs, and a copy of the Microsoft Excel file must be submitted with the proposal. Joint endorsement forms must be signed by both the appropriate federal and appropriate local agency official. Maps must include project locations, project limits or termini, high-use federal recreation sites, and federal economic generators; and must show the federal lands accessed by the proposal. The entire proposal package may not exceed 30 pages and 10 MB.

Matching funds are not required for this program; however, matching contributions are encouraged to further program funding. All additional funds secured or being sought for the project should be listed in the application. Typically, if project construction costs exceed the award amount, award recipients will be responsible for providing the additional funds.
Funding Notes:
An estimated $7.5 million is expected to be available to support awards through this program. There are no set minimum or maximum awards for this program.
Awards are expected to be made in January 2026, with notifications expected in 2026.
