Summary:
The purpose of this program is to support the use of technology to improve the overall effectiveness, accessibility, and coordination of victim services by strengthening infrastructure, building organizational capacity, and enhancing service delivery systems. Funding will projects that support or enable the development, deployment, or implementation of secure and user-centered technological solutions that will streamline service coordination. Program objectives include:
- Developing or expanding the use of technology to enhance victims’ access to services, foster innovation and efficiency in the provision of services, improve the quality of services, and improve the accessibility and responsiveness of victim service organizations
- Leveraging and enhancing technology to develop organizational capacity to support data collection needs and support victims of crime in new and innovative ways that protect victims’ rights and enhance victim safety and confidentiality
- Collaborating with community stakeholders; victim service providers; subrecipient organizations, if applicable; and other allied professionals on the technology needs to best serve victims
- Producing a detailed project roadmaps
Priority consideration will be given to projects that are designed to advance one or more of the following goals:
- Directly support law enforcement operations, including immigration law enforcement operations
- Combat violent crime
- Support services to American citizens
- Protect American children
- Supporting American victims of trafficking and sexual assault
The OJP strongly encourages the use of data and evidence in policy making and program development for criminal justice, juvenile justice, and crime victim services.
If an applicant proposes a project or activity that would deliver services or benefits to individuals, the costs of taking reasonable steps to provide meaningful access to those services or benefits for individuals with limited English proficiency may be allowable.
Funding will be provided for the following program components:
- (Part A): Advancing the Use of Technology to Assist Victims of Crime
- (Part B): Building State Technology Capacity to Serve Victims of Crime
The purpose of the Building State Technology Capacity to Serve Victims of Crime component is to support state administering agencies (SAAs) to support statewide technology programs to enhance victims' access to services, foster innovation and efficiency in the provision of services, and improve the quality of services.

Eligibility Notes:
Eligible applicants are state administering agencies (SAAs) of Victims of Crime Act of 1984 (VOCA) formula assistance and compensation programs.
For the purposes of this component, a state is defined as any state of the United States; the District of Columbia; as well as the U.S. territories of American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, the Commonwealth of Puerto Rico, and the U.S. Virgin Islands.
Two or more eligible entities may carry out the award; however, only one entity may serve as the applicant. All other entities must be proposed as subrecipients. An entity may be proposed as a subrecipient in more than one application.
Tribes are required to submit a tribal authorizing resolution for the project.
Applicants may apply for only one component of this program. Applicants may submit no more than one application through this program overall.

- Standard applicant information
- Proposal abstract (2,000 characters max)
- Financial management and system of internal controls questionnaire, including applicant disclosure of high-risk status
- Agency funding priorities inventory (if applicable)
- Proposal narrative (10 pages max)
- Budget detail and narrative
- Indirect cost rate agreement (if applicable)
- Consultant rate (if applicable)
- Employee compensation waiver request (if applicable)
- Disclosure of process related to executive compensation (if applicable)
- Curriculum vitae or resumes of key personnel
- Tribal authorizing resolution (if applicable)
- SF LLL (if applicable)
- Other disclosures and assurances (as applicable)
The proposal narrative must be formatted on double-spaced, numbered pages with margins no smaller than one inch and must use a standard 12-point size font.
The following are required in order to submit an application:
- Unique Entity Identifier (UEI) number
- SAM (System for Award Management) registration
Applicants may obtain a UEI number and verify or renew SAM registration status at www.ecivis.com/sam.

Applications will be evaluated according to the following criteria:
- Statement of the problem/description of the issue (20 percent)
- Project goals and objectives (15 percent)
- Project design and implementation (30 percent)
- Capabilities and competencies (20 percent)
- Budget (15 percent)

Matching funds are not required for this component; however, matching funds proposed by successful applicants will become mandatory and subject to audit. Applicants will not receive higher consideration during the application evaluation process for proposing voluntary matching contributions in their budget.
Funding Notes:
A total of $5 million is available to support up to approximately ten cooperative agreements through this program overall, with an unspecified amount of funding available to support up to approximately four cooperative agreements of up to approximately $500,000 each through this component.
In general, award notifications will be made by September 30, 2025.
The project period is anticipated to start on October 1, 2025, and last 36 months. The funding agency may, in certain cases, provide additional funding in future years through continuation awards. The funding agency will consider factors that include the Office of Justice Programs' (OJP's) strategic priorities, the award recipient’s overall management of the award, and the progress of award-funded work when making continuation award decisions.
Conference costs must receive prior approval from the funding agency. Refer to pages 44-47 of the FinancialGuide file for additional information regarding costs that require prior approval from the funding agency.
All award recipients and subrecipients must agree to forgo any profit or management fee.
Funds may not be used for:
- Programs or activities that directly or indirectly violate, or promote or facilitate the violation of, federal immigration law, or impede or hinder the enforcement of federal immigration law
- Programs or activities that violate any applicable federal civil rights or non-discrimination law, as detailed on page 10 of the NOFA file
- Supporting another award from the funding agency, unless specific policy guidance directs otherwise
- Land acquisition
- Compensation of federal employees
- Travel of Department of Justice (DOJ) employees
- Bonuses or commissions
- Lobbying
- Fundraising
- Corporate formation
- Costs incurred outside the project period, unless approved in writing by the funding agency
