Summary:

The purpose of this program is to provide funding to states and territories to provide technical assistance to communities in the National Flood Insurance Program (NFIP) and to evaluate community performance in implementing NFIP floodplain management activities. This program is intended to leverage state and territory knowledge and expertise to provide support to communities through activities that most effectively reduce flood losses.

The objectives of this program are to:

  • Increase state and territory programs' capability and capacity to effectively manage their programs such that they perform at or above their annual performance measure commitments
  • Increase state and territory programs’ capability and capacity to effectively respond to disaster events
  • Support state and territory programs' capacity to assist communities with NFIP compliance, including supporting communities' ongoing administration and enforcement of floodplain management standards as well as auditing community compliance with NFIP minimum standards and assisting local actions to address any issues
  • Support state and territory programs to ensure that communities adopt updated flood risk data in a timely and consistent manner, including adoption of any updated ordinances or regulations
  • Support state and territory programs to help communities adopt higher floodplain management standards
  • Support state and territory programs' efforts to increase understanding of floodplain management among local officials and other stakeholders through trainings, outreach, and technical assistance
  • Coordinate with other state/territory and federal agencies to ensure that floodplain management information is benefiting other activities where appropriate

The priorities of this program include:

  • 2026 required tiered state framework assessment: compilation and submission of the 2026 tiered state framework assessment, which covers activities conducted in FY 2022-2024, as detailed on page 11 of the NOFA file
  • State and territory development compliance: states and territories will continue to support efforts to document and improve compliance with the NFIP regulations for new and existing state/territory-owned and managed property in the Special Flood Hazard Area 
  • NFIP compliance audit: states/territories will be expected to attend webinars, trainings, and other events to increase their knowledge and understanding of the NFIP compliance audit in preparation for implementation of the new process in FY 2026
  • Community information system: states/territories are required to enter activities into the system and are expected to participate in training and engagements about the updated system and may be asked to provide feedback or test different aspects before they are implemented

  • Selection of communities that receive community audits, trainings, or other technical assistance
  • Community information system entry
  • Community compliance activities
  • Floodplain management regulation assistance
  • Planning
  • Model regulation updates and monitoring of state/territory regulatory environments
  • Outreach, workshops, and other training
  • General technical assistance
  • Enrollment of communities
  • Community rating system support

Eligible costs may include planning- and training-related costs, supply costs, equipment costs, support for information technology (IT) equipment costs, domestic travel costs, and certified floodplain manager exam and biennial renewal fees. 

Eligibility Notes:

Eligible applicants are state agencies designated by statute or governor’s declaration as a National Flood Insurance Program (NFIP) state coordinating agency, as described in Title 44, Section 60.25 of the Code of Federal Regulations (CFR).

Applicants may be located in any of the 50 U.S. states, the District of Columbia, or the U.S. territories.

First-time applicants must have completed a tiered state framework assessment prior to applying. Additional information regarding the assessment process can be found online at www.fema.gov.

Applicants may submit one application per state NFIP coordinating agency.

Prior to applying, applicants must utilize the activity planning and pricing tool to produce the statement of work and detailed budget to be included in the application. The mandatory draft activity planning and pricing tool must be submitted to the applicant's appropriate regional coordinator for review using the information provided in the Contact section.

The due date for the draft activity planning and pricing tool is unclear. The program officer has been contacted, and eCivis Grants Network will be updated if additional information becomes available.

Applications must be submitted by 5:00 p.m. ET on August 11, 2025.

The following are required in order to submit an application:

  • Unique Entity Identifier (UEI) number
  • SAM (System for Award Management) registration
  • SPOC (state Single Point of Contact) notification

Applicants may obtain a UEI number and verify or renew SAM registration status at www.ecivis.com/sam. Applicants in states participating in the SPOC program must contact the relevant SPOC listed in the SPOC file before applying.

Applications will be evaluated according to the application criteria, financial integrity criteria, and supplemental financial integrity criteria detailed on pages 20-22 of the NOFA file.

In general, applicants must provide at least 25 percent of the total award amount via nonfederal cash and/or in-kind contributions. Applicants are allowed, encouraged, and incentivized through the tiered state framework assessment to voluntarily match beyond the required minimum.

There is no cost share requirement for insular areas. The four insular areas are American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, and the U.S. Virgin Islands. Insular area applicants may propose a voluntary cost share.

Funding Notes:

A total of $15 million is expected to be available to support an anticipated 52 cooperative agreements through this program. The amount of funding made available to each state is expected to range between $65,000 and $600,000, and will be based on the funding methodology detailed on pages 45-47 of the NOFA file, which considers such factors as relative risk and workload, tiered state framework tier, and competition.

The anticipated funding selection date is July 25, 2025.

Awards are anticipated to be made by September 30, 2025.

Project periods will last for 12 months, and are anticipated to begin on July 1, 2025, and end on June 30, 2026. Extensions to the project period are allowed but may impact the applicant's tiered state framework score and tier. There will only be a single budget period with the same start and end dates as the project period.

Management and administration (M&A) costs are limited to 5 percent of the total award amount.

Funds may not be used for:

  • Subawards
  • Pre-award costs
  • Matching or cost-sharing requirements for other federal grants and cooperative agreements
  • Lobbying
  • Non-floodplain management exercise related costs
  • Construction and renovation costs
  • International travel, unless approved in advance otherwise by the managing federal agency
  • Conducting floodplain studies and/or developing floodplain maps
  • Activities covered under other federal awards, such as supporting/maintaining web-based digital mapping platforms
  • Association of State Floodplain Managers or other professional association dues/memberships
