Summary:
The purpose of this program is to provide funding to states and U.S. territories classified as having a high or very high risk of earthquakes to support the establishment of earthquake hazards reduction programming and the implementation of earthquake safety, mitigation, and resilience activities at the state and local level. This program is intended to prioritize reducing the risks to life and property from future earthquakes in the United States through the establishment and maintenance of an effective earthquake hazards reduction program. The goals of this program are to:
- Advance the understanding of earthquake processes and their consequences
- Enhance existing, and develop new, information, tools, and practices for protecting the nation from earthquake consequences
- Promote the dissemination of knowledge and implementation of tools, practices, and policies that enhance strategies to withstand, respond to, and recover from earthquakes
- Learn from post-earthquake investigations and enhance the effectiveness of available information, tools, practices, and policies to improve earthquake resilience
Eligible activities include:
- Supporting seismic mitigation planning
- Preparing inventories and conducting seismic vulnerability evaluations and safety inspections of buildings, critical structures, and lifeline infrastructure
- Updating building codes, zoning codes, and ordinances to enhance seismic safety
- Increasing earthquake awareness and education
- Participating in emergency management exercises that substantially benefit earthquake mitigation efforts
- Promoting earthquake insurance
- National Earthquake Program Managers (NEPM) meeting participation and support
- Assistance to multistate groups for the purpose of supporting any or all eligible activities

Eligibility is limited to states in FEMA Region 5 that have been classified as having a high or very high risk of earthquakes according to the funding agency's FY 2025 State Assistance Target Allocation Plan, which include Illinois and Indiana.

Eligible applicants are the following states located in FEMA Region 5 that have been classified as having a high or very high risk of earthquakes according to the funding agency's FY 2025 State Assistance Target Allocation Plan:
- Illinois
- Indiana
For the purposes of this program, states are classified as having a high or very high risk of earthquakes by meeting one of the following criteria:
- Have areas designated as Seismic Design Category D (SDC-D) or above on the 2024 International Building Code (IBC) Seismic Design Category (SDC) map and an at-risk population exceeding 50,000 based on the 2020 U.S. Census population
- Cover over 1,000 square miles of high seismic risk areas designated as SDC-D or above per the 2024 IBC SDC map
No more than one application will be accepted per applicant, as determined by the applicant's Universal Entity Identifier (UEI) number.

The following are required in order to submit an application:
- Unique Entity Identifier (UEI) number
- SAM (System for Award Management) registration
- SPOC (state Single Point of Contact) notification
Applicants may obtain a UEI number and verify or renew SAM registration status at www.ecivis.com/sam. Applicants in states participating in the SPOC program must contact the relevant SPOC listed in the SPOC file before applying.
Applications will be evaluated according to the threshold criteria, application criteria, financial integrity criteria, and supplemental financial integrity criteria detailed on pages 18-20 of the NOFA file.

Match Notes:
Applicants must provide a 25 percent match via nonfederal cash and/or in-kind contributions. Refer to page 35 of the NOFA file for a list of required match amounts for each eligible state.
Funding Notes:
An unspecified amount of funding is available to support up to two awards through this program. Each eligible state will be eligible for baseline funding as well as additional risk-based funding. The following total allocations are available to each eligible state in FEMA Region 5:
- Illinois: $83,328
- Indiana: $74,808
For the funding agency's programs in general, funds will be provided on a reimbursement basis.
Awards are anticipated to be made on September 30, 2025.
The project period is anticipated to begin on October 1, 2025, and end on March 31, 2027. Extensions to the project period may be allowable.
Award recipients may retain up to 7 percent of the total award amount for management and administration (M&A) costs. No more than one organization partnering with the award recipient may, in turn, retain 7 percent of the total subaward amount for M&A costs.
Funds may not be used for:
- Real property and equipment procurement
- International travel
- Construction and renovation costs
- Retrofits
- Earth science-related costs
- Meeting the matching or cost sharing requirements for other federal grants and cooperative agreements
- Lobbying or other prohibited activities under Title 18, Section 1913 of the USC or Title 2, Section 200.450 of the CFR
- Prosecuting claims against the federal government or any other government entity
- Pre-award costs
- Covered telecommunications equipment or services, as detailed on pages 13-14 of the NOFA file
