Summary:
The purpose of this program is to provide funding to states and territorial governments to enhance their emergency management capabilities. The funding allows recipients to address risks and strengthen core emergency management functions.
Support will be provided for implementing the National Preparedness System (NPS) and to support the National Preparedness Goal of a secure and resilient nation. The objectives of this program include building or sustaining those capabilities that are identified as high priority through the threat and hazard identification and risk assessment (THIRA)/stakeholder preparedness review (SPR) process and other relevant information sources; closing capability gaps that are identified in the state's or territory's most recent SPR; and building continuity capabilities to ensure governmental essential functions and services resilience.
Priorities and associated program-funded projects must be mutually agreed to by the award recipient and the regional administrator (RA). Identification of priorities and development of the work plan should involve a collaborative negotiation process through which a common set of priorities will emerge based on a combination of state/territory priorities, regional priorities, and national priorities. State/territory priorities should be primarily driven by the THIRA/SPR process. Regional priorities will be determined by the RAs based on their unique knowledge of the region's preparedness and emergency management needs, and should also be based on an analysis of THIRA/SPR data and other information sources provided by the states/territories in their area(s) of responsibility.
When developing state/territory priorities, applicants should consider the following national priorities:
- Extreme weather resilience: anticipating the increasing demands generated by more extreme and frequent disasters, from wildfires and coastal storms to inland flooding, and emergency managers must learn to manage and support weather-related emergencies, such as drought and extreme heat
- Readiness: expanding the approach to readiness, preparedness, continuity, and resiliency as disasters become more frequent, severe, and complex and the demands placed upon the emergency management community increase dramatically

Recognizing that every state and territory has its own unique preparedness and emergency management needs, the national priorities outlined above should inform the identification of state/territory priorities when developing the common set of mutual priorities agreed upon by the RA and each state/territory. Ideally, the regional and state/territory priorities will complement and support the national priorities. In addition to the requirement that at least one project address equity considerations, the only other mandate stemming from these national priorities is the requirement for all award recipients to develop and maintain a distribution management plan as an annex to their existing emergency operations plan (EOP).

Eligibility Notes:
Eligible applicants are state administrative agencies (SAAs) and state emergency management agencies (EMAs) in all 56 U.S. states and territories.
Prior to receiving an award, applicants must ensure and maintain adoption and implementation of the National Incident Management System (NIMS). In addition, award recipients must belong to, be located in, or act as a temporary member state of the Emergency Management Assistance Compact (EMAC), with the exception of American Samoa and the Commonwealth of the Northern Mariana Islands.
Only one application will be accepted from each state or territory.

Applicants may obtain a UEI number and verify or renew SAM registration status at www.ecivis.com/sam. Applicants in states participating in the SPOC program must contact the relevant SPOC listed in the SPOC file before applying.
Applications will be evaluated according to programmatic criteria, financial integrity criteria, and supplemental financial integrity criteria, as detailed on pages 25-27 of the NOFA file.

Applicants must provide at least 50 percent of the total project costs via nonfederal cash or in-kind contributions.
Matching requirements are waived for the insular areas of the U.S. territories of American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, and the U.S. Virgin Islands.
Funding Notes:
A total of $319.5 million is expected to be available to support an anticipated 56 awards through this program. Refer to page 65 of the NOFA file for a list of the allocations available to each state/territory.
Funding selections are anticipated to be made by August 23, 2025, and awards are anticipated to be issued by September 30, 2025.
The project period is anticipated to last from October 1, 2024, to September 30, 2027. Extensions to the project period may be permitted.
Management and administration (M&A) costs are limited to 5 percent of the award for state or territory emergency management agencies. In addition, local emergency management agencies may retain and use up to 5 percent of awards received from the state for local M&A purposes.
Funds may not be used for:
- Matching or cost sharing requirements for other federal grant awards and cooperative agreements
- Lobbying
- Prosecuting claims against the federal government or any other government entity
- Pre-award costs
- International travel, unless approved in advance by the funding agency
- The unauthorized exercise-related costs detailed on page 44 of the NOFA file
- The purchase of firearms, ammunition, grenade launchers, bayonets, or weaponized aircraft, vessels, or vehicles of any kind with weapons installed
- Expenditures for weapons systems and ammunition
- Costs associated with hiring, equipping, and training sworn public safety officers whose primary job responsibilities include fulfilling traditional public safety duties such as law enforcement, firefighting, emergency medical services, or other first responder duties
- Costs that supplant traditional public safety positions and responsibilities
- Activities and projects unrelated to the completion and implementation of the program
- Clothing used for everyday wear by emergency management employees or other personnel
