Summary:

The purpose of this program is to enhance the ability of state, local, tribal, and territorial (SLTT) governments, as well as nonprofit organizations, to prevent, protect against, and respond to terrorist attacks. This program is part of the funding agency's comprehensive set of measures to help strengthen the nation's communities against potential terrorist attacks.

All assets supported in part or entirely through this program must be readily deployable and National Incident Management System (NIMS)-typed, when possible, to support emergency or disaster operations per existing Emergency Management Assistance Compact (EMAC) agreements.

Funding will be provided for the following program components:

  • (Part A): State Homeland Security Program (SHSP)
  • (Part D): Urban Area Security Initiative (UASI)
  • (Part G): Operation Stonegarden (OPSG)

The purpose of the Operation Stonegarden (OPSG) component is to support enhanced cooperation and coordination among Customs and Border Protection (CBP); U.S. Border Patrol (USBP); and federal, state, local, tribal, and territorial law enforcement agencies to strengthen border security. Program objectives are to:

  • Enhance collaboration and coordination among federal, state, local, tribal, and territorial law enforcement agencies to strengthen border security
  • Support joint efforts to secure borders, including land and water routes, and critical travel corridors
  • Improve information and intelligence sharing to address border-related threats effectively

For FY 2025, jurisdictions are encouraged to participate in the Department of Homeland Security/Immigration and Customs Enforcement 287(g) training program as part of their project efforts when coordinated with and endorsed by USBP.

All projects must address the priority area of supporting border crisis response and enforcement through the core capabilities of training and awareness, community resilience, operational coordination, and risk management for protection programs and activities. Examples of eligible projects include:

  • Enhancing collaboration and coordination among federal, state, local, tribal, and territorial law enforcement agencies to strengthen border security
  • Supporting joint efforts to secure borders, including land and water routes, and critical travel corridors
  • Improving information and intelligence sharing to address border-related threats effectively
  • Providing staffing support to expand 287(g) screening operations within correctional facilities
  • Operational overtime costs directly tied to 287(g) screening, processing, and enforcement activities
  • Training programs for state and local law enforcement officers in immigration law, civil rights protections, and 287(g) procedures

Eligibility is limited to state administrative agencies (SAAs) applying on behalf of local units of government and federally recognized tribal governments in states bordering Canada or Mexico and states and territories with international water borders. Refer to the Eligibility section for details.

Eligibility Notes:

Eligible applicants are state administrative agencies (SAAs) applying on behalf of local units of government at the county level or equivalent level of government and federally recognized tribal governments in states bordering Canada or Mexico and states and territories with international water borders. Eligible subrecipients must fall under one of the following tiers:

  • Tier 1 includes counties or tribal governments directly on the land borders with Canada and Mexico, or those located directly on physical borders with Canada, Mexico, or along international water borders
  • Tier 2 includes counties or tribal governments next to Tier 1 locations
  • Tier 3 includes counties or tribal governments next to Tier 2 locations

All applicants must have active ongoing U.S. Border Patrol (USBP) operations coordinated through a Customs and Border Protection (CBP) sector office to be eligible for funding through this component.

Tribal governments are not eligible to apply directly to this component for funding; however, funding may be available to tribes through the SAA.

  • Unique Entity Identifier (UEI) number
  • SAM (System for Award Management) registration
  • SPOC (state Single Point of Contact) notification

Funding Notes:

A total of $454.5 million is expected to be available to support an anticipated 56 awards for this program overall, with $81 million available to support awards through this component. Allocation amounts will be based on risk to border security and the anticipated effectiveness of the proposed use of funds, as detailed on pages 52-53 of the NOFA file.

Funding selections are anticipated to be made by August 23, 2025, and awards are anticipated to be issued by September 30, 2025.

The project period is anticipated to last from September 1, 2025, to August 31, 2028. Extensions to the project period may be permitted.

Management and administration (M&A) costs are limited to 5 percent of the total award amount.

Personnel costs are limited to 50 percent of the total award amount.

Funds may be used for pre-award costs only with the prior written approval of the funding agency.

Funds may not be transferred between programs, including the State Homeland Security Program (SHSP) component of this program, known in eCivis Grants Network as US2790A.

Funding may not be used for:

  • Matching or cost sharing requirements for other federal grant awards and cooperative agreements
  • Lobbying
  • Prosecuting claims against the federal government or any other government entity
  • The purchase of firearms, ammunition, grenade launchers, bayonets, or weaponized aircraft, vessels, or vehicles of any kind with weapons installed
  • Evidence collection, arrest processing, prosecution, and traffic/driving under the influence (DUI) checkpoints, such as evidence documentation cameras, fingerprinting supplies, alcohol breathalyzers, portable work lights, traffic barricades, and similar law enforcement expenses
  • Staffing, other than overtime, and general information technology computing equipment and hardware, such as personal computers, faxes, copy machines, and modems
  • Hiring full-time or permanent sworn public safety officers
  • Supplanting of inherent routine patrols and law enforcement operations or activities not directly related to providing enhanced coordination between local and federal law enforcement agencies
  • Construction and/or renovation costs
  • Exercise expenses
