Summary:

The purpose of this program is to improve transportation facilities that provide access to, are adjacent to, or are located within federal lands. This program supplements state and local resources for public roads, transit systems, and other transportation facilities. The federal lands being accessed via the proposed project must be accessible to the public.

Preference will be given to transportation facilities providing access to federal high-use recreation sites and economic generators. Maintenance projects are eligible, but preference is not typically given to maintenance-only projects.

Eligibility is limited to applicants in Arizona.

Eligibility Notes:

Eligible applicants are states, counties, local governments, or tribes that own or maintain a public transportation facility providing access to federal lands.

Applicants must be located in Arizona.

In most cases, projects should be no farther than ten miles from federal lands.

If at the time of application submission, the Federal Land Management Agency (FLMA) owns and maintains the transportation facility, but the maintenance responsibility will be transferred to a nonfederal agency, the project is eligible. The applicant and the FLMA must provide a statement indicating intent to transfer maintenance responsibility if the project is chosen.

Prior to submitting an application, applicants considering applying for a planning study or design only project must email [email protected] to discuss the application and project.

Applications will be accepted beginning on September 1, 2025, and must be received by November 25, 2025

Applications must be emailed to the appropriate address provided in the Contact section with the subject line "Arizona FLAP APP 2025 [Project Name]."

Applications must include:

  • Application checklist
  • Application form
  • Detailed engineer's estimate
  • Project endorsement form
  • FLMA project support form(s)
  • Project map
  • Project photos (4-6 photos min)
  • Non-construction transportation worksheet (if applicable)
  • Video link (optional)

The application form must be submitted in .pdf format, and the file name must be similar to "Arizona FLAP APP 2025 [Project Name]." Attachments must be submitted as separate files. Attachments submitted as zipped files will not be accepted. Large attachments are encouraged to be submitted via multiple emails that reference the volume of the email(s) in the subject line.

  • High-use recreation site and/or federal economic generator

  • Project cost and scope risk
  • Coordination with FLMA

Match Notes:

Matching funds are not required for this program; however, applicants may provide additional funds beyond the requested amount of FLAP funds to contribute to the project. Cash or in-kind contributions from sources other than FLAP are allowed but cannot be used as a factor in the evaluation of projects. To be competitive with other projects fully dedicated to improving access to federal lands, applicants may consider providing a commensurate level of non-FLAP funds to the project.

In-kind contributions may include right-of-way (ROW) acquisition and utility relocation costs.

In-kind contributions may not include:

  • Labor
  • Equipment
  • Any work done prior to execution of agreement with the funding agency
  • Materials
  • Force account
Funding Notes:

Approximately $24 million to $48 million is expected to be available to support awards through this program.

Funds may not be used for land leased to a Federal Land Management Agency (FLMA).
