Summary:

The purpose of this program is to support the operation, security, and maintenance of on-site, covered memorials of the events and victims of the September 11, 2001, attacks. For the purposes of this program, covered memorials are defined as a memorial located in the United States established to commemorate the events of, and honor the victims of, the terrorist attacks on the World Trade Center and the Pentagon on September 11, 2001, at the sites of the attacks. Covered memorials must offer free admission to active and retired members of the military, registered first responders to the 9/11 attacks, and family members of victims of the attacks, as well as offer free admission hours to the general public at least once per week.

Applicants should propose projects that will:

  • Ensure the security and safety of visitors
  • Demonstrate value and commitment to provide for the operation, security, and maintenance of memorials
  • Reach the greatest number of visitors by:
    • Preserving the grounds at the covered memorial
    • Educating future generations
  • Increase the number of economically disadvantaged visitors to the memorial

  • Project abstract summary
  • Project narrative (20 pages max)
  • Budget narrative
  • Indirect cost rate agreement (if applicable)

  • Overlap or duplication of effort statement (if applicable)
  • Uniform audit reporting statement (if applicable)

Project narratives must be formatted on pages with one-inch margins using at least an 11-point font.

The following are required in order to submit an application:

  • Unique Entity Identifier (UEI) number
  • SAM (System for Award Management) registration
  • SPOC (state Single Point of Contact) notification

Applicants may obtain a UEI number and verify or renew SAM registration status at www.ecivis.com/sam. Applicants in states participating in the SPOC program must contact the relevant SPOC listed in the SPOC file before applying.

Applications will be evaluated according to the following criteria:

  • Project need (20 percent)
  • Project budget (20 percent)
  • Project impact: operation, security, and maintenance (20 percent)
  • Project impact: preservation and education (20 percent)
  • Project impact: visitation (20 percent)

The availability of or firmness of commitments of matching contributions will be considered during the application evaluation process.

Funding Notes:

An estimated $100,000 to $4 million is available to support one to three awards ranging from approximately $100,000 to $4 million through this program.

The anticipated award date is September 9, 2025. Project periods are anticipated to begin on September 9, 2025, and end on September 30, 2026.

Summary:

The purpose of this program is to support the continued operation, security, and maintenance of on-site covered memorials of the events and victims of the September 11, 2001, attacks. The National September 11 Memorial and Museum at the World Trade requested $2.75 million for the continued operation, maintenance, and security of the memorial and museum. Project activities include janitorial labor, maintaining heating/cooling systems, steel refurbishment and polishing, landscaping labor and supplies, memorial fountain cleaning and testing, and security staffing. The applicant provided $2.75 million as a cash match towards project costs.
