Summary:
The purpose of this program is to provide competitive funding to eligible IHBG formula recipients under the Native American Housing Assistance and Self-Determination Act (NAHASDA) to carry out eligible affordable housing activities for the benefit of low-income tribal families. Funding must be used to benefit low-income Indian families, except under some circumstances as provided in section 201(b) of NAHASDA. Applicants are encouraged to address the needs of tribal members who have no permanent residence, are living in overcrowded conditions, or living in a home without plumbing or a kitchen.
Priority will be given to projects that spur construction and rehabilitation of housing on Indian reservations and in other Indian areas. The funding agency strongly encourages the following types of projects:
- New construction of affordable housing projects that will increase the number of housing units available for low-income Native American families
- Housing rehabilitation projects that will increase the useful life of existing affordable housing units and alleviate substandard housing conditions
- Acquisition of existing housing units that increases affordable housing stock

Eligibility Notes:
Eligible applicants are:
- Indian tribes, as defined under Section 4(13) of the Native American Housing Assistance and Self-Determination Act (NAHASDA), that are allocated IHBG formula fundindg
- Tribally designated housing entities (TDHEs), as defined under Section 4(22) of NAHASDA, that have ever been allocated IHBG formula funding
For Native Alaskan tribes, only Native Alaskan Indian Housing Block Grant recipients that have received IHBG grants in FY 2005 are eligible to apply directly. Native Alaskan tribes that choose to, but are not required to, designate TDHEs in Alaska for their IHBG formula program are also eligible to apply directly. Native Alaskan tribes that are required to designate TDHEs in Alaska for their IHBG formula program are not eligible to apply directly.
Eligible applicants may make subawards to other eligible entities.
Preference points will be awarded during the application evaluation process to projects that:
- Support the goals of a Promise Zone, a map of which can be found online at www.hudexchange.info/programs/promise-zones
- Are within an Opportunity Zone, a map of which can be found online at www.hud.gov/opportunity-zones
Applications submitted by TDHEs on behalf of tribes must include tribal certifications or resolutions on official letterhead authorizing the TDHEs to apply on behalf of the tribes. Indian tribes that authorize TDHEs to apply on their behalf may not also submit their own application.
The funding agency will only consider one application per tribe or its corresponding TDHE. Applicants may propose one or multiple projects within an application; however, the total requested award amount may not exceed the applicable limit based on the population of the tribe, regardless of the number of projects proposed.
Applicants that have an open or pending notice of intent to impose remedies (NOI) or an imposition of remedies (IOR) related to any Office of Native American Programs (ONAP) grants will be considered ineligible for funding.

Funding Notes:
Approximately $150 million is available to support an expected 35 awards of at least $500,000 through this program. Maximum award amounts will vary according to American Indian/Alaska Native (AI/AN) or tribal enrollment of tribes, whichever is higher, as follows:
- Population of 10,500 and below: $5 million
- Population between 10,501 and 50,000: $6 million
- Population of 50,001 and above: $7.5 million
Awards are expected to be issued on June 17, 2026.
The project period is 60 months and is expected to begin on July 1, 2026, and end on July 1, 2031.
Planning and administrative (P&A) costs, including indirect costs, are limited to 20 percent of the total project budget.
Funds may not be used for investment or model activities.
For FY 2023, a total of $150,874,142 was distributed via awards ranging from $1,958,541 to $6 million through this program. For FY 2022, a total of $128,713,137 was distributed via 22 awards ranging from $2,270,919 to $7.5 million. Refer to the Award file for details.
